Ontario Ministry of Training, Colleges and Universities and the Consortium des universités de la francophonie ontarienne (CUFO)

 

The Presidents of the seven universities (liste below) that are part of CUFO have overseen the CUFO operation since its inception. CUFO has been guided by a Working Group comprised of one representative from each of the seven member institutions as well as a representative of the Ministry of Training, Colleges and Universities (hereafter referred to as the Ministry) responsible for relations with  universities offering French language study programs in Ontario. This Working Group meets regularly between September and June, and sporadically during the summer months.

 

From the very beginning of CUFO’s activities, the Ministry recognized it as a body representing the seven aforementioned Ontario institutions who offer French language university study programs. As a result, the Ministry confides in it by annually asking it to evaluate projects and to provide recommendations for the utilization of funds available through the Fonds de démarrage et d’enseignement à distance (FODEFAD) and the Programme ÉDUC-Action, two programs jointly funded by the Ministry and the Department of Canadian Heritage. The grants provided are aimed:

 

a)         with respect to FODEFAD, to create new university courses and study programs, including the production of teaching aids. These grants are unique in nature in that they are currently the only type of funding in Ontario that supports financially the development of new courses in order to expand existing French language programs or to create new ones;

b)         with respect to ÉDUC-Action – to which the Ministry and the Department of Canadian Heritage also participate – aims to increase the participation rate of young Francophones in French language postsecondary programs, and to strengthen and expand the links between bilingual universities in Ontario, the network of Ontario French language Colleges, and the system of French language secondary schools.

 

The Ministry also requires that members of CUFO are accountable for the manner in which the provincial grants for bilingualism are spent; these funds serve to compensate the additional costs of bilingualism  in addition to the amounts that CUFO members must themselves contribute.
